Everything interesting happens during holidays. As BBC reports, the Councillor of Birmingham was on holiday in the USA when section 114 notice was issued. So, what is section 114?

What Happens when a S114 Notice is Issued?
As per this link

“It means that no new expenditure is permitted, with the exception of that funding
statutory services, including safeguarding vulnerable people, however existing
commitments and contracts will continue to be honoured.
Council officers must therefore carry out their duties in line with contractual obligations
and to acceptable standards, while being aware of the financial situation. Any
spending that is not essential or which can be postponed should not take place and
essential spend will be monitored.
The only allowable expenditure permitted under an emergency protocol would include
the following categories:
 existing staff payroll and pension costs
 expenditure on goods and services which have already been received
 expenditure required to deliver the council’s provision of statutory services at
a minimum possible level
 urgent expenditure required to safeguard vulnerable citizens
 expenditure required through existing legal agreements and contracts
 expenditure funded through ring-fenced grants
 expenditure necessary to achieve value for money and / or mitigate additional
in year costs
Councillors have 21 days from the issue of a Section 114 notice to discuss the
implications at a Full Council meeting.”

The result is that “Birmingham City Council is to stop all new spending, with the exception of money protecting vulnerable people and statutory services.”( BBC)

Hearing this surprising, as philosophyofgoodnews is not following what is going on in Birmingham, but real news, I remembered famous Peaky Blinders and Mr. Leo Amery(1) with his speech at the House Of Commons in 1912
“…It is common ground to us all in this House that we must at any cost and at all hazards maintain the supremacy of the British navy against the growing menace of the German rivalry at sea. It is also common ground at any rate among the great majority of us that the domination of Europe by a great military power which is also our greatest rival at sea, would, in the long run, make the retention of our naval supremacy impossible and consequently the maintenance of France as a great independent Power in Europe is, in the present situation, not only as an honourable obligation but a vital interest to the safety of this country….” to continue
“Why should we not have from the Secretary of State for War an equally clear, explicit statement of the relative forces which would take the field in France and Belgium at the outbreak of that same conflict and an equally clear recognition from him of the duty of the Was Office to provide a force which would make it unlikely that a German attack upon France would succeed, and therefore in the highest degree improbable that the attack would ever be attempted?”

This was the postitioning for the preparation of the war, later called WWI or “The Great War.” The only greatness, as everything else was a tragedy, that war had was enormous profits for the organisers, the invisible hand described by John Bucan in his 1916 novel The Power House. By the way Mr. Bucan started his carrier after graduating from Oxford as a private secretary of Alfred Milner! You know the “Society of the Elect?” With the leader Cecil Rhodes and the “Junta of Three,” being Mr. Stead, Mr. Brett and Mr. Milner. It has its roots still today, but their vision is turned upside down.

Let’s not forget that Leo Leopold Amery was born in Gorakhpur, India, to an English father and a Hungarian Jewish descent mother. Mr. Amery was a protégé of Sir Winston and got elected to the House of Commons in 1911 by-elections in the district of Birmingham without opposition. Interesting point as it was presented to us recently. This is where the remembering about “Peaky Blinders” came from. As long as Peaky Blinders were expanding without going on holidays Birmingham was doing fine. But when they disappeared, or have been lost in history the spending attitude could not be stopped.

Maybe some new iron fist of “fictional character” Thomas Michael Shelby is needed to put in order the highly likely, irresponsible behaviour in Birmingham City Council? However, as Britain is neither ready for war, nor it has in sight the leader as tremendous as Sir Winston Churchill, things are extremely difficult, and are slowly stepping towards collapse.

Maybe the “power house” that is controlled by some other non British interests set an eye at Birmingham? Any descendants of the “business partners” of the “fictional character” of Thomas Michael Shelby or T.M.S. are active? Oh, it can be only a fairy tale. Or maybe, just maybe not?

However if you recall that the people like the above mentioned “Junta of Three” justified the British Empire existence on Moral rather than Economic or Political Ground, one is certain! They failed! But it is becoming a beautiful memory awaiting some new generation coming, not from Ivy League Universities, but from common sensed personalities with integrity and authority to revive the dreams and ideas of those visionary personalities.
