Nothing Is What It Looks Like

I wouldn’t write even these short posts yet, but after receiving a message on Tuesday afternoon from my Italian friend, I said to share the Russian memorandum in English as it is not widely spread around… He said: “We are in WWIII… only a miracle can avoid it, Devil is making his best.” It is not impossible, but still, I think that the world is lucky to have President Putin in Russia who understands the consequences of his actions and President Trump, who FINALY understood what is really going on! It is unfortunate that President Trump does not read, but rather wants to be informed with brief intelligence news presented as “Fox News…” Is this possible? President Trump, if he wants Drill Baby, Drill to continue, he should start reading a lot and a lot and a lot!

But still, I am of the opinion that, sometimes, the best way to follow events is not to write about them but to look and listen to different statements and doings by all sides, and of course learn to see between the lines and feel what is it that was not said publicly between the main characters. And we did not get too much of words from President Trump, and even from President Putin in a way that would be channeling us towards something like Armageddon.. It would be that the message from President Putin would be LOOK AT OUR MEMORANDUM, READ IT AND UNDERSTAND WE WILL NOT STOP! No one of all those commentators concentrates on the internal situation among Ukrainian army and possibility of serious rebellion… Lets wait and see while we concentrate on what Russian Memorandum says one by one till the end…

Interfax published the full text of the memorandum Russians handed over to Ukrainian side on Monday June 2. It is absolutely important to read it and understand how this conflict could be stopped! Without being a fun of conspiracy theories and rather a fun of conspiracy practitioners one thought overwhelmed me. Namely, the Russian strategic bombers that have been attacked are many decades old and rather sooner then later would be replaced by the new more modern and deadly ones. Russia needed leverage to project its core interests that of course can not be measured by some couple of old planes being destroyed. At the same time, all the world which knew about the treaty concerning US and Russia bombers position understood that no secrets were compromised and this stupidity put the poor Brits on gunpoint. Brits need to start scratching their heads till they still have it. So, the best way to see how all this will develop is to wait for new round that was agreed to happen between 20th to 30th of June. Up to then Russia will be patient without loosing initiative and showing what will be done if and when! So, even the visit of Lindsey the war monger to actor does not mean what it looks like. Actor knows that he is done and wants to go, but alive and with guarantees and billions? How comes? Read the MEMORANDUM. That is the key.

“Interfax” publishes the full text of the Russian memorandum, handed over to the Ukrainian side on Monday in Istanbul:

“Proposals of the Russian Federation (Memorandum) on the settlement of the Ukrainian crisis

Section I
Key parameters of the final settlement

1) International legal recognition of the incorporation of Crimea, the LPR, the DPR, the Zaporizhia and Kherson regions into the Russian Federation; complete withdrawal of units of the Armed Forces of Ukraine and other paramilitary formations of Ukraine from their territories;

2) the neutrality of Ukraine, which implies its refusal to join military alliances and coalitions, as well as a ban on any military activity by third states on the territory of Ukraine and the deployment of foreign armed formations, military bases and military infrastructure there;

3) termination of and refusal to conclude in the future international treaties and agreements that are incompatible with the provisions of paragraph 2 of this Section;

4) confirmation of the status of Ukraine as a state that does not possess nuclear or other weapons of mass destruction, with the establishment of a direct ban on their acceptance, transit and deployment on the territory of Ukraine;

5) establishment of the maximum number of the Armed Forces of Ukraine and other military formations of Ukraine, the maximum number of weapons and military equipment and their permissible characteristics; dissolution of Ukrainian nationalist formations within the Armed Forces of Ukraine and the National Guard;

6) ensuring the full rights, freedoms and interests of the Russian and Russian-speaking population; giving the Russian language the status of an official language;

7) legislative prohibition of the glorification and propaganda of Nazism and neo-Nazism, dissolution of nationalist organizations and parties;

8) lifting all current and refusing to introduce new economic sanctions, prohibitions and restrictive measures between the Russian Federation and Ukraine;

9) resolving a range of issues related to family reunification and displaced persons;

10) waiver of mutual claims in connection with damage caused during military operations;

11) lifting restrictions regarding the UOC;

12) the gradual restoration of diplomatic and economic relations (including gas transit), transport and other communications, including with third countries.

Section II
Ceasefire conditions

Option 1.

The beginning of the complete withdrawal of the Armed Forces of Ukraine and other paramilitary formations of Ukraine from the territory of the Russian Federation, including the DPR, LPR, Zaporizhia and Kherson regions, and their withdrawal to a distance agreed upon by the Parties from the borders of the Russian Federation, in accordance with the approved Regulation.

Option 2. “Package offer”:

1) a ban on the redeployment of the Armed Forces of Ukraine and other paramilitary formations of Ukraine, with the exception of movements for the purpose of withdrawal to a distance agreed upon by the Parties from the borders of the Russian Federation;

2) termination of mobilization and beginning of demobilization;

3) termination of foreign supplies of military products and foreign military assistance to Ukraine, including the provision of satellite communications services and the provision of intelligence data;

4) the exclusion of the military presence of third countries on the territory of Ukraine, the cessation of the participation of foreign specialists in military operations on the side of Ukraine;

5) guarantees of Ukraine’s renunciation of sabotage and subversive activities against the Russian Federation and its citizens;

6) creation of a bilateral Center for monitoring and control of the ceasefire regime;

7) mutual amnesty of “political prisoners” and release of detained civilians;

8) the abolition of martial law in Ukraine;

9) announcement of the date of elections of the President of Ukraine and the Verkhovna Rada, which must take place no later than 100 days after the lifting of martial law.

10) signing the Agreement on the implementation of the provisions contained in Section I.

Section III
Sequence of steps and timeframes for their implementation

1) commencement of work on the text of the Agreement;

2) declaration of a 2-3-day ceasefire to collect the bodies of the dead in the “gray zone”;

3) unilateral transfer of 6,000 bodies of Ukrainian Armed Forces servicemen to the Ukrainian Armed Forces;

4) signing a Memorandum on the ceasefire with specific dates for the implementation of all its provisions and determining the date of signing the future Treaty on the final settlement (hereinafter referred to as the Treaty);

5) from the moment of the beginning of the withdrawal of the Ukrainian Armed Forces, a 30-day ceasefire regime is established. At the same time, the complete withdrawal of Ukrainian Armed Forces units from the territory of the Russian Federation and the full implementation of the “package agreement” must be carried out within these 30 days;

6) holding elections, forming government bodies on the territory of Ukraine;

7) signing the Agreement;

8) approval of the signed Treaty by a legally binding resolution of the UN Security Council;

9) ratification, entry into force and implementation of the Treaty.”
